BTW is there any paint that will stick to the lower brown bit to make it black?

if it is plastic pipe, oil-based non drip gloss, in a single flowing coat, soft brush, no primer or undercoat.

before painting, clean it with a nylon pan scourer and wipe with white spirit.

You may benefit from painting all the exposed parts, UV in sunlight doesnt do plastic a lot of favours. Black sometimes fades to a grey colour, and will become brittle, painting it offers protection against the UV rays.
