Rangemaster Classic 110 oven element issue

Our Rangemaster Classic 110 has an issue with the left hand non-fan oven.

The upper dual element is heating the outer element but not the inner element. I bought a new complete element, but still have the same issue.

Am I right in saying that the thermal fuse is fine, because the lower element still works and the outer element of the top dual element still works - as there seems to be only one thermal fuse for all the heating elements in the left non-fan oven.

Has anyone seen this issue before?

Any advice please?

I'm starting to think this might be normal. As I've never used the "browning" function and wondering if the inner element is only used for this feature?
 
Yes, answered my own question. The outer element at the top is for heating the oven, the inner element at the top is for browning only.
 
That is one of the problems that repairing faults by part replacement guessing rather than testing causes.
