TBH I don't think they are. Both side of the cover are white paint. There is little chance of them having an earth connection

I haven’t been inside a Metal Wylex board. But I rather suspect that the front plate is no more earthed than the two securing screws through the painted metal to the (earthed,we hope) back plate.The cover is not likely to be contacted by a live conductor.

The front (cover) certainly must be earthed.
