The best workshop vac for the price you are prepared to pay, must be a Henry, I am well pleased with mine.

No power take-off on a Henry, but I believe Earlex do one for under £100 with take-off.
You missed out on a Lidl's one a few weeks ago for £60. So did I :(

On a similiar theme, does anyone know of a retrofit power take-off adapter/switch, that could be used with an existing vacuum?

(Or would it be simple to DIY one?)

Now, do you think that manufacturer stated flow rate has anything to do with how well they suck? So, high flow per sec = bigger suck?
