How do I release locktite 243 on a brass thread ?

tried holding with pliers and spanner other end does not want to move.

The secret with chemical thread lockers is to apply heat, allowing it to soak right into the join of the threads.
It needs to be quite substantial heat - as per a propane torch flame maybe - if you have one. Red heat isn't necessary, of course!

Can't do heat its on a hose pistol grip . it would melt this

MEK? might just soften it, use a dropper to add a small amount at a time
 
That is meduim strength, you might need two people and a hammer to shock / break the seal.
 
The end you are holding with pliers......any chance of holding it in a vice, or using mole grips maybe?
