There looks like two holes either side of the spindle have you tried putting pin nosed pliers in the two holes and removing the disc looks like it may need a special spanner like angle grinders do.

Yes the two holes accepted to pins that were on the tap handle. There is then a 3rd hole in between that has a screw up into the handle. From what I see the handle could only be removed by removing the disk and exposing the underside and also the tap valve.
