How can i remove expanding foam that has cured from a concrete path and a pebbled dashed wall that is painted?

It will be degraded by the sun in about 6 months and will then brush off easy.

It will brush off now with a bit more effort, and some solvent will deal with any stubborn adhesive

Foam Eater

I think Acetone (nail varnish remover) may also work.

i am always wary off abrasives[including wire brushes] as a clean patch can look really bad on its own
