Removing painted paper

Score it with the corner of a scraper, soak it with warm water and washing up liquid and then use a steamer.
Scrape all the knobbly bits off with a scraper ALL OVER, THEN soak, so the water soaks into the exposed paper; rather than not soaking into the painted area.
And keep soaking it, and it leave it to soak while you work on another wall.
