Render breaking of stairs

Hi need some advice about how to fix this
Do l need to chip it all of then base coat mesh then topcoat what would you recommend ie brand name for render

I would paint with a masonry paint, leave it a year and observe the effect of damp or water dripping from the steps
 
First, I would get a wire brush and get rid of all the friable stuff.

Then you need to make good all the pointing.

When that's good and dry, I'd do as blup suggests, using a quality paint.

If you have a poor surface, using one of the Zinsser paints beforehand might be wise. Choose the one that is best for your situation, depending on the state of the wall.

For flaking walls use peel stop.

For porous brick or non-greasy stains use bullseye 123.

For greasy stains, use cover stain.
