Repairing cut-off newel

Hi,

We have no banister on the stairs at our house, and the bottom newel post has been cut off at an angle i.e. to match the angle of the stairs. We now need to fit a banister and from what I have read the newel needs to be rock solid. So, we need to repair the newel preferably without wrecking our existing stairs. So, a couple of Q's:

1) can the newel be repaired safely and securely?
2) would this need to be done by a specialist (e.g. carpenter) or could a general handy-man (e.g. a friend of mine) handle it?

Note that I am completely useless at anything handy so answers in words of two syllables or less might be a good idea!

I've got a couple of pics showing the current state of things, but can't post them up as they aren't hosted anywhere. Maybe someone else can post them up? Otherwise I can email them...

Oh-ho! Well, I asked my 'handy' mate and he sucked his teeth, rubbed his chin and said he "should be able to do it" but I wasn't too convinced (usually he says either yes or no). I was wondering whether you needed to be a real expert to do this sort of thing or if you're the general handy kind of person then you might be able to bluster your way through it.
