Replace garden tap

I have been using this temporary garden tap left by builders from house renovation. Pipework under sink on other side of this wall is sound, with stop-cock. How do I replace this with a regular garden tap?

Issue is this existing bit of pipe sticking out, all the back plate taps sold have pipe soldered on ie.

If you want to keep that pipe through the wall, you’ll need to cut it shorter (but not too short!) and then attach a tap connector and a tap. You can get tap connectors with solder, compression or push-fit fittings.

Important question: is there a non-return valve inside? Post a photo of the pipework on the other side if you’re not sure.
 
Cut pipe close to wall.
Solder a long street elbow onto it.
Put this into a compression back plate elbow which screws to the wall.
Wind garden tap into that with ptfe.
Install isolator and DCV inside the building envelope.
