Replacing 12v bathroom fan with 240v one.

That's 'twin and earth' cable, so will be fine for 230V/240V, whatever its size (the smallest available is 1mm² - which itself would be considerable overkill for your fan).

He said the earth wire was 1mm dia. That gives a CSA of 0.78 mm sq. Something not right.
 
I would presume that the "something" is measurement error and/or approximation - i.e. "1mm" is actually about 1.13mm.

Correct. When I thought that the diameter was the deciding factor, I rounded to the nearest 0.5mm increment and assumed manufacturing tolerances were the reason it wasn't quite a 1mm.
