replacing this panelling

I am having the windows replaced in my mums house and would like to do something about this "panelling". Next doors looks a lot nicer and I am wondering if that's just because its just clean or is that pvc and mine is something else?

Assuming that it needs replacing, is it just a case of ripping this off and replacing battens to which it is nailed and then buying an appropriate system?
Also, can this be done without the need for scaffolding or will that be necessary?
I would appreciate any guidance that you can provide.

Yes its as you described. Plus checking the backing membrane and renew if needed, and paying attention to the window head and cill drip/flashings.

Scaffold would be needed

I assume that a membrane goes between the wall and battens? What gauge do you recommend for this project? I've not seen the membrane being used on the various youtube videos but an interesting suggestion.
 
These may have a membrane from roofing felt as built, it may be OK or not, (or may not be there) you need to have a look when the cladding comes off

I will be removing the battens and replacing it with new battens. I will add/replace membrane if this is advisable.
Are you able to advise on the type of membrane and gauge that I should use for this purpose please?
 
If it is bitument felt, it tends to be standard sarking/unslaters felt which is just one grade.
