Repointing paving, including steps

Hello,

I have old steps using big concrete slabs with an 2" overhang. There is about an 0.5" gap between slabs and some (lots) of the pointing has fallen out over the years. I am wondering how to repair this; do I need to put a board beneath the overhang and capping the front of the slab to enable me to repoint the overhang or is there an easier option I have missed?

We usually place a gloved finger beneath as we press the mortar in. Kind of points the underside too.:)
