I think it did both. Made future same sex marriages legal and recognised existing same sex marriages which had occurred in other jurisdictions.
I had to read this twice as it looks like you had said I thinkI did both!!!!!!

Apart from prior to 2015 you mean when it was lawful for US states to ban recognition of gay marriage.

I think we are still having a terminology issue.

I would say that the same sex marriages carried out in the DOMA years, in the eight states which allowed it, were lawful. It is just that they weren't recognised at the federal level. Or in other states.
