Retaining wall advice

Hi all I wonder if I could have some advice please.

During the storm a retaining wall built of 3 gravel boards high collapsed and took the fence on top of it with it.

The wall is built on an incline down into a park, and I feel the footings weren't as deep into the ground as they could have been.

Do you think it would be better to dig new footings and build a concrete block wall instead of a gravel board wall, would that be stronger?
