Roofing felt is sticking out. Is that normal?

Fibre-cement slates come pre-holed,so unless the roofer re-holed every single slate, I'd say the guage is correct.

If you can measure them though, the measurment from the bottom of each slate to the bottom of the next course should be 250mm, assuming the slates used are 300mm x 600mm.
 
he OP is worried about the felt but surely he should be more worried about the overlap. The roof looks like it has a 30 degree pitch which would mean that the exposed tile should be 250 - 255 mm on a 600x300. The tiles look like the exposed tile is greater than the width which would suggest that if it is 600x300 that the exposed tile is much greater than 300mm. The end tile on the 2nd layer looks to be a half tile when surely it should be a tile and a half. The OP looks like he is no longer interested in this thread but I would imagine the felt is going to be more important than it should be.
