If you planning modifications that affects the front aspect of your property, it's always wise to enquire if you need permission. I wanted to change 2 flat roof windows to dormers & install a 3rd dormer in an extension & I was told I would need PP even without the 3rd window extension!

The key thing with planning and roof work is that if the work is higher than the plane of any existing roof slope (which a dormer will be) and if that section of roof fronts any highway, then permission is required.
The OP should check with local planning policy, as some LA's have some bizarre reasons for circumstances when dormers may or may not be acceptable
