Routing Cable

I understand the regs regarding routing cable through joists underfloor. 50mm min depth for hole.

Is there any reason i can't just clip the cable to the underside of the joists?

I assume this is a suspended (ground) floor?
No problem doing that, assuming the cable is adequately supported.

Its better not to weaken the joist be drilling holes in it.
 
What if it's the underside of a joist of an upper floor which has been plasterboarded? 'Stitch' the cable under the joists and fill over where it has been clipped. I asked this the other week and was told it was not allowed but no explanation was given. I can see why it is bad practice and should be avoided if possible but can anyone explain why it's not allowed, if indeed that is the case?

And to the OP, there are other rules about notching and drilling joists, it can only be in a certain area of the joist, not just anywhere along it's length.
