RSJ replacement. Am I being difficult or is it the builder?

It's a difficult one to prop but not impossible. Quite likely the inner and outer leaves may not have been 'in synch' either, so beam alignment would have been a faff.
Upon discovering the ledger plate situation, we'd have started at one end and inserted strongies and used other means of keeping the bricks in place, as we worked our way along the demolition.

It's a tricky one to make good, once you lose the bricks though.
 
This is something structural.
Before they cover this bodge, get at least a second opinion from a reputable builder or better, a structural engineer.
If you're going down the building notice path, the council might advice.
I say "might" because some inspectors are better and more helpful than others.
 
He proped the internal rafters which supported the internal leaf. But the arch was left unsupported and as such collapsed immediately.

Agreed with you re slate. He won't do it. Is this going to cause structural problems? Will Building control pick up on something like that? No slate was used.
Don't rely on building control. Their inspection process is minimal, and is based on "is there a beam, is it the size specified, is it on padstones". Yes to all three = a pass.

The point of packing it to prevent movement over the longer term. Whilst collapse may be unlikely, movement and cracking is a significant risk over time. The issues with this type of work occur long after the inspector and builder have gone.
