Eligibility is a bugbear of mine. Residence qualification should be stopped (or made 10 years).

The only 3 criterion for selection should IMO be:

Born in the country.
Born of a parent national from the country in question.
Have a grandparent who is/was a national of the country in question.

Let's see how that levels the playing field.

So two EU nationals on holiday in the UK have a child...

And that makes the child eligible?

Or a heavily-pregnant non EU national who's never been near the UK, boarding a flight to the UK less than (say) two weeks before their due date, in the hope / expectation of delivering when here?
 
A VA cabin crew friend told me recently that it is not uncommon (she was telling me about their annual H & S / first aid training, which includes delivering babies. Which is what I was asking the relevance of, and realistic need for).
