An invitation to discuss, is how I interpreted it. As I said I would not have phrased it like that. I would have gone with something like.

"Britain welcomes hard working migrants who bring skills, wealth and value to the UK. If you want to be a net contributor to our economy, integrate to our way of life and make a positive contribution, you are very welcome to make a life here. Anyone else need not apply."
