Doesn’t work when the reason I am changing it is because the jaws are locked and won’t tighten

How wide are the jaws at the moment, ..are they wide enough to tap a decent size key between them?
Failing that, a stillsons where theres not a loose sleeve?

Spray and soak with WD40 then tap with hammer to release .

I wonder if they're jammed because they've been allowed to go rusty, or because they've become choked with cement dust or similar.
