Sealing around a window

We had some very heavy rain the other day and water has penetrated into the house around the double glazing unit of our front window - at the bottom on both sides. This is very irritating as we have just decorated!

Have been outside to inspect and the mortar around the window is very loose.

Is the best thing to do to scrape out all the old mortar, seal round to frame with external sealant, and then finish with new mortar?

Any other things I need to consider?
