Yes. Outside weather compensation, preferably with room temperature influence, will do this. It drops the flow temperature and hence the return temperature.
It is best if these are integral to the boiler controls as the burner will modulate down to suit. The sort of boilers that have these integrated controls are expensive, however you get what you pay for.
Stand alone separate weather compensators can be bought which switch the burner on-off. They work well enough having the desired effect.
