Years ago I fitted illegal 100W extra bright "rallying" bulbs to a bog ordinary car, which had separate bulbs for dip and main. (I had to fit relays because of the resistance of the wiring).
I did NOT get flashed, The biggest advantage was on dip, in the rain, I could see the road surface itself better. But they were expensive and lasted about a month. The relays did help even with normal bulbs, as the wiring lost some volts.
More interestingly, there was a proposal way back, to use polarisers over headlights. Natural surfaces generally don't care about polarity, only shiny leaves, say. So the light is as bright, and it scatters. But the light going to the other drivers' eyes could be cut with a polarizing set of glasses. The amount/type of polarizing could be adjusted so you could still see the headlights. You'd need brighter source lights because the pol film would attenuate it somewhat, but that's easy to overcome especially with LEDs..
It would have been horrible when a car or truck without the pol, turned up - a big shock. And if people didn't wear the glasses, they or others might die because they were blinded - snag.
