Sime Boiler has too much pressure

Hi, can anyone help me..the other day I noticed my pressure level on my boiler was below the red line, so as directed in the past by a plumber I adjusted the pressure to just above the red line, but as I was screwing the nut shut, the water just kept rising, and it reached max level... then my rads downstair just heated to luke warm/cold, so I took a little water out of the rads... but now for the last two days they are cold, upstairs rads are fine/normal. I know I need to release the water pressure but how.? I know its a simple job but dont know how? I need some advise please.?
