Single Neutral Wire Is In Same Hole As Cold Water Mains

Whilst inspecting an issue with a random outside hole I find a single neutral wire coming up the same hole as the cold water mains.

Presuming this was just an offcut by the electrician I tried removing it. The cable pulled out a few inches and is then stuck solid. I tried using an endoscope camera but I can't see what is trapping the cable or where it goes, or if it's part of T&E.

Maybe it is just an offcut that's trapped by the inlet pipe? Any ideas?

It looks like just blue plastic, rather than blue cable in the photo. Are you seeing a copper core?

If so try a voltmeter on 250v ac range, between the core and the screw of a socket - any voltage present at all? If a neutral, then it may have a few volts, 10 or maybe 20v.

If none - Put it on the continuity range and see if there is any continuity between the same points.
 
Fair point. It could be live. Maybe someone has used it as an earth.

So what do I do with it?
