Skimming walls

I've got some walls to get skimmed in a couple of rooms, I am also replacing the skirting in these rooms. Am I better getting the plasterer to skim before I put the skirting on or vice versa?

Skim the walls before fitting the skirting boards.The plaster moisture will soak into the wood causing to swell up and discolouring the wood if you're staining it.
