Sky light problem

Hi

In the recent wind this happened. I tried to push it back down gently but it doesn't budge.

Window only been in 3 months. Should that bit be screwed in?

It's the flashing that has lifted on the left hand side if it's not obvious what I'm referring to... Thanks
