Slow Running Tap

Daughter just phoned to say that the hot water from her mixer tap in the kitchen is running very slowly. The moment she turns the cold water tap the water starts running but it appears that the HW tap needs at least one complete revolution before the water starts to run. The water is heated by an immersion.

Any help would be much appreciated.
