Is the cable out of service and not going to be used again?

If so knock out the loose, use a powder filler (I find the B&Q stuff is good), fill the holes a few mm at a time, sand flat.
 
Yes the cable is out of use permanently. You mean filler powder that one mixes with water? Why not the ready mixed stuff? Don't you think the deep section should be filled with something like a deep gap filler first?
 
Yep, dry power plus water. I've never been keen on premix.

When you put filler on, the surface sucks the water out. I like a wetter mix on Victorian paster work, drier on paint. But that's just my choice.

Use premix if you prefer, just build it up in layers. Deep fills can crack as they dry out.

If you're concerned about depth, you could pack it out with filler or newspaper for that matter. It's a ceiling so you're not going to be hammering nails in.
