Depends on the rating of the circuit and the appliance.

For example, a cooker on a cooker circuit, a shower on a shower circuit, an extractor fan on a lighting circuit, don't need one,

Socket circuits in UK are commonly fused at 32A, and appliances on them need either a fused plug, or an FCU.

Socket circuit needs FCU.

Lighting circuit doesn't. You can use one that incorporates a DP switch and neon, for convenient isolation, if you want, but even with a 3A fuse you are unlikely to get protective discrimination,

is it safe, is it compliant, is it any good?

I'm all zigbee and all home assistant as it's kept local and runs without an Internet connection. absolutely nothing wifi or which requires a third party app that could be changed or discontinued after purchase. I've been badly burned before so the trust has gone.
