Because you are suggesting only 28% rejected it? While that is true, it doesn’t mean 72% were in favour.

Either the exam question was wrong or the majority (almost 70%) rejected it. So it doesn’t support the idea that people want change.

Perhaps if you put your two comments together:
If the question was the wrong question, why would anyone bother voting, or if you like: none of the above.
If the question had been about PR, and not AV, then the turn out might have been greater.

As we've already established, the persistent winners, left and right wing don't want change, all 28% of the electorate, don't want change.
For sure it doesn't mean that the other 72% do want change. But it can also mean other things: it's waste of time voting, nothing will ever change anyway, it's the wrong question, etc. In other words: none of the above.

I fully agree, but compulsion is not an acceptable way. Education is the right way.
Making it easier is another way.
Removing the potential for using the electoral roll to investigate crime may be another way, but I'm not sure I would be comfortable with that.
But the electoral roll is used for multiple other uses besides voting, and that discourages people from being on that roll.

I don't mean education in terms of any one party's policies. I mean education about how the system works, how the different levels of government interact, how to improve or increase an individual's influence, how politics can be and is manipulated etc.
