Soil pipe bodge

Hi

I'm helping a friend decorate the bathroom of her apartment. We've come across this:

It looks like the pipe from the toilet is too small for the soil pipe in the wall and whoever fitted the bathroom used some kind of putty to fill the gap. The putty is still plyable and is actually falling out in lumps.

My question is, what is the proper way to seal this gap? Should there have been an adapter fitted?

Not sure. Will check this evening.
The building is <10 years old if that helps?
 
does look like a plastic pan connector.

probably had a leak and filled round the edge with plumbers mait.
you'll have to remove the wood panelling to get a better look and fit a new one.
 
actually i have a feeling that there should have been a PPC but for some reason putty was used instead. I'll take a closer look.
