Soil Pipe - Correct instalation

My builder has installed the stench/soil pipe into my loft space area. A venting tube, similar to one used to vent a tumble drier, is taped to the top of the pipe which then runs over the joists to a grill in the eves of the bungalow. Is this the correct way to do it as the pipe keeps filling up with water which has been emptied 3 times since last August. :roll:
 
I take it you did not involve the Building inspectors in the work you have had done. :(
Give them a ring for advice, but they may require you to have a soil pipe vented to open air if you do not already have a vented soil pipe :)

even more puzzling, if it fills with water why does the poster fail to mention the water coming out of his toilet and sink which then proceeds to fill up the house.

I think this is flexible onto rigid ducting from a mechanical extractor probably in the shower or bathroom.
