Soundproofing this window

I thought posting on here was a good place to start.

When I say ''soundproofing'' I don't mean reducing traffic noise or such, I mean, specifically, if some idiot is stood forty yards from my house being loud and obnoxious that they'd be almost inaudible. I would get the window bricked off, but my landlord probably wouldn't be too pleased
