Can I paint over gloss with a matt/silk if its rubbed down or should it all be stripped off? Im refurbing some stair spindles and banister. I was going to use peelaway.
 
If you want to use something other than gloss, you could use acrylic eggshell which is suitable for use on woodwork. It's not my preferred product for your situation but it would be far more suitable and hardwearing than any emulsion (and you certainly shouldn't use matt). It is also not likely to yellow, which the oil based paints now do (assuming you are painting it white).

With the eggshell, you only need to sand back lightly to remove any sheen to provide a key onto the existing paint .
 
Sorry I didnt mean matt/silk emulsion. I meant a wood paint, satin I believe (just a slight sheen)
