Steading conversion - North Scotland - Help please :)

Hi there, just registered to use this forum and thought you might be able to help.
My wife and I are struggling to find a property suitable for us and our dogs (5, soon to be 12 or so). So we have started looking at converted a steading. Trouble is, it's unchartered waters for us.
We have found a likely place that ticks lots of boxes but now I am not sure if the existing roof would be legal if it were converted to a dwelling. I carried out a search on here for advice and found a thread that says you need felt on the roof before the tile battons etc. The steading we are looking at has non uniform tiles on the roof, so means it would be impracticable/impossible for us to re-use. It would also obviously mean an extra cost of removing tiles, saving them etc etc. Why, when the inside of the roof does not show any signs of damp, would the planning office make you take it all off to put back on again? Does anyone have any experience with dealing with Moray Council regarding a steading conversion?
Any help regarding this or any other info you have regarding problems etc on a conversion would be really appreciated.
