I'd have put it back on the lawn while the cops were there and then had them arrest the kid if he came to get it as he was trespassing..

I'd also have made a complaint about the damage to the vehicle and insisted that the police investigate the matter as it's clearly intentional vandalism after being told twice about it..

since trespass is a civil offence i think youll be on a loser.

anyway politics aside!

you can get bean netting for a about £5 a roll from most garden centres etc, normally comes in 2 x 4m rolls. Simple frame made up of timber roofing batten. staple the net to it and then make up another frame to put over it so it sandwiches the net in it. then screw to the fence. easy to take down if anyone complains.
