storage heater fcu

I live in a flat which has economy 7 electric, when i moved in i had 3 storage heater that were knackered so ripped them out and am now going to buy a new one. I want to know if the sockets actually work before i buy one so was wondering, if i change the faceplate to one which has a neon light attached and left it on the on position until my e7 kicks in (about midnight) should the light come on and if so would then know that everything works ok. I dont wanna go around sticking things in sockets to see if it works that way, as im going to change the faceplates in the end anyway. Thanks for your help.

But a multimeter would tell you if it was live too.

You should buy one if you are working with electricity.
