storage space in loft

hi there, i wanted to put loft boards down for storage in the loft and had a few questions regarding this?
1. is it something that i could or is it best to get a pro in?

2. currently it has the beams running accross with insulation between them, i have heard that some houses have insulation running in between the beams and another lot of insulation running ar right angles over the insuslation in the beams, so like a double insulation but i do not have this.
do i need to put any frame or flooring or any other material down before putting the loft baords down?

3.how would they be fitted in and what into?

4 where there are electrical wires gong into fitments, i.e. lighting, fans, etc should i make a trap door so that it is accessable in futre use if there was any problems?

5. i have noticed we currently have insulation but in some areas have a plastic sheet between the plaster board and insulation, but in some areas i don't. what is the purpose of this sheet?

6. should there be a hole cut around in this sheet and insulation ?

7. i herd the wires should be sitting ontop of the insulation is this correct?
