Stoves ceramic hob thermostat

I have a Stoves 61 EHDO cooker which has an electric ceramic hob. The back two rings seem to be always on or off, the setting of the control for the ring seems to have no effect other than on or off.

I know that ceramic hobs are not very responsive, but even if the ring is just switched on at 1, it seems to be full on.

The front ceramic ring doesn't seem to have the same problem.

Has anyone else encountered this?

The cause of this is the energy regulator. Each element has one, its the part that the control knob pushed on to

The energy regulators cause the actual ceramic element to cycle on and off. So on lower settings, the cycle "On" time (When the elements are glowing) should be less, than on higher settings
