Strange internal wall material falling to bits!

Might have to admit defeat here and get some professional help as i'm not sure fixing plasterboard over the top is the way to go in this case. Would be nice to have a good fresh surface to decorate (and on the hallway the other side which is also horribly wallpapered).

Assume this is a job for a builder? :oops:
 
I would be inclined the remove the fibre board, and find some plasterboard a similar thickness. Then remove the wooden architraves and fit the plasterboard.

Scrim tape the joints, and skim all over with plaster. Re-fit the architraves.

Job for a pro unless you are good at plastering.
