Supplementary Bonding - 2 quick questions

I was told by an experienced electrician that :

a) You need to bond a radiator in the bathroom even though the radiator pipes are bonded (and all the connections are metal).

b) Supplementary bonding of pipes can/should go straight to the MET, I thought this was a no no.

The only time I would consider bond the radiator when the pipes are already bonded is when it is in contact with a metallic building structure, or one of those which also has an electric element (bonding to the CPC of the supply is adequate).
Supplementary bonding is done locally to the location, it does not connect to the MET.

i am a plumber so not really sure, i thought the point was that the rad OR pipe was to be bonded to complete a safe circuit, it doesn't matter which, rad earth clamps are neater than ordinary clamps on the pipe and seem to be the preferred method but i thought purely on looks, we have had electrical C.O.W's commenting they prefer rad clams but don't insist, i also thought it was acceptable to bond outside the bathroom if the only option therefore it must be ok to bond the pipe
