I would quess it is the customers , this is first floor of a pub, and I

assumed the swa was the supply up from the celler.

There is another small board on the end of the other tails not shown.

The M/Gerin board looked new, so I was intriqued why they

had left it like that.

Maybe I'm wrong and it is an outgoing supply.

I reported it for further investigation, I was there for another unrelated job.

Nothing suprises me now you've mentioned it's a pub.

I don't know why, but they almost always have completely botched wiring.

Maybe the breweries / owners saving money and getting the cheapest sparks they can?

I worked on pub fitting for a couple of years, and found nothing but garbage.
 
The worrying thing is they proberly work for our company.

A lot are subby's though.
 
Looks like a temporary bodge left for the forseeable.....

The paint indicates it was once fixed against a wall by the looks of it, and possibly correctly terminated and enclosed at that time.
