So there is no way that the householder, having paid the fee, should have to pay for anything else? If the council need to employ someone who knows what they are doing then its up to them to do so, not the householder.
Absolutely.

Unfortunately many (most?) councils do not do what they should, they either take your money and then ask for more for getting an electrician out to you, or take your money and ask you to arrange, and pay for, an electrician to come out, or they take your money and then say that you have to have an electrician do the work.

Thus leaving you with having to choose between
  • Giving in because you need the completion certificate

  • Walking away with no completion certificate but them with your fee

  • Taking them to court

  • If you knew far enough in advance, not bothering to notify in the first place

Somebody really needs to do that. It seems like every LA in the land are ignoring the rules and ripping people off. Given that the documents are very clear on this, surely Mr/Mrs BCO wouldn't stand a chance in court.

Do you not fancy it Banal? Notify them that you're putting an extra light up in your kitchen, (something easy to remove if it all goes Pete Tong) then take 'em all the way when they refuse to carry out their side of the deal?

Oh Yes please do !!!!

I'll have just this difficulty when my refurb works are finished so need an expert to set the precedent Go on, be brave !!!
