Why do we need to tape board joints pre plaster?

To stop them cracking.
The reason i ask is that, it has been revealed to me that when my house was built the joints of board had not been taped, thus cracking has appeared. Can i get the joints taped now on the current surface and have the wall skimmed?

the crack will possibly be gouged out a little and easyfilled before skimming.
OR...... just taped properly and skimmed.
