You are correct, they are legally defined as Low Voltage supplies..However I think you need to check your definitions...
Extra Low - (Can be SELV*, PELV~ or FELV+) Normally not exceeding 50V a.c or 120V ripple free d.c, whether between the conductors or to earth.
Low Voltage - Normally exceeding Extra Low Voltage, but not exceeding 1000v a.c or 1500V d.c between conductors or 600V a.c or 900V d.d between any conductors and Earth.
High Voltage Normally exceeding Low Voltage.

SELV SEPERATED EXTRA LOW VOLTAGE. In this system the circuits are electrically seperated from Earth and from other systems in such a way that a single fault should not and must not give rise the to risk of electric shock

PELV PROTECTIVE EXTRA LOW VOLTAGE. This system is not electrically seperated from Earth, but in all other requirements meets the criteria required for SELV installations and circuits.

FELV FUNCTIONAL EXTRA LOW VOLTAGE. In this system not all the protective measure usually applied to meet the requirements of SELV and PELV system are applied.
From this you can clearly see that 230V and even 400V 3 phase supplies are defined as LOW VOLTAGE. As the other have pointed out caravan parks supply power at 230V a.c 50Hz..mains single phase voltage..
