Electrical Installation Certificate signed by the designer, constructor and tester/inspector of the installation.
Part P Compliance Certificate either from your Local Authority Building Control or via your chosen electricians competent persons scheme provider.
 
The main forms i.e. installation certificate should look like this PDF I don't have copies of completion certificates which should be issued under Part P.

The Installation certificate is submitted to get the completion certificate so the completion certificate is around a week later than Installation certificate and normally arrives in post.

In theory there is no law saying an installation certificate needs to be produced the regulations requiring them are not law but may be used in a court of law so in real terms the Installation is required as you can't normally get a completion certificate without it.

Also the certificates go to person ordering the work. So although really the occupier should always get a copy some times they are sent to landlords only. It could also go to a builder if electrician is sub contracted.

Or if the work hasn't been done yet, why do you think that your electrician might not give you what he should?
 
Electrical Installation Certificate NOT a Minor Works one. Changing the Consumer's Unit is the eqivalent of a heart/lung transplant for your system.

You electrician should provide this. Also he should notify the the "Part P scheme" that he is registered with that the work has been carried out. The scheme provider will notify the local authority (making the work legal) and will also provide you with a Building Regulations Cert of Compliance.

I assume you are the customer? Or is it you that has swopped the CU??
 
He has carried out (or had carried out) a full rewire, not just a CU change.
